WOCN Supports Bipartisan Home Health Stabilization Act
Representatives Kevin Hern (R-OK) and Terri Sewell (D-AL) have introduced the Home Health Stabilization Act of 2025, bipartisan legislation that would pause ongoing Medicare payment cuts to home health agencies (HHAs).
The bill aims to protect access to high-quality home health care—especially for older adults, individuals with disabilities, and those living in rural or underserved areas. Since 2020, more than 1,000 home health agencies have closed, and nearly one-third of patients referred to home health care from hospitals are unable to receive services. The legislation would pause further cuts for 2026 and 2027, allowing Congress, CMS, and stakeholders time to develop a more sustainable and equitable payment system.
Industry leaders, including LeadingAge and the National Alliance for Care at Home, have voiced strong support for the bill.
WOCN also strongly supports this legislation. WOC nurses play a critical role in delivering skilled care to patients in their homes—helping prevent complications, support independence, and reduce hospital readmissions. Stabilizing home health funding is essential to ensuring patients continue to receive the specialized nursing care they need where they are most comfortable—at home.
